CUSD 7 Board of Education reorganizes, votes to invest portion of Working Cash bonds

Newly elected board member Dennis Tiburzi was sworn in and seated, along with re-elected incumbents Bill Carter and Don Dobrino, as the board said goodbye and thanks to outgoing member Dave Griffel during Monday night’s meeting of the Community Unit School District 7 Board of Education. Board members also re-elected Mark Hayes to a fifth two-year term as Board President as the board went through the formalities of reorganizing after last month’s consolidated election.

The newly seated board voted unanimously to invest a substantial portion of the proceeds from the sale of $2 million in Working Cash bonds into interest-bearing certificates of deposit, reviewed results of testing for lead levels in drinking water at Gillespie High School and Middle School, and acted on several personnel issues related to the summer school program and upcoming 2017-18 school year.

An opening session for the retiring board had only one order of business on the agenda—canvassing and certifying the results of the April 4 consolidated election. On a motion by Griffel, seconded by Jenni Alepra, the board certified election results submitted to the board by County Clerk Pete Duncan as follows: Tiburzi, 876 votes; Don Dobrino, 865 votes; Bill Carter, 725 votes; and Alisha Kapp, 696 votes.

Before adjourning the retiring board’s last meeting, Supt. Joe Tieman presented Griffel with a plaque on behalf of the board in recognition of his service on the board. After accepting the plaque, Griffel thanked the board, thanked the voters who supported him in the past and reflected on his time as a board member.

“I was appointed twice and I was elected twice,” Griffel recalled. He said he enjoyed working on the board, working with other board members, and working with administrators and staff. “I’ve loved it and I’ve hated it, sometime in the same meeting,” he joked.

“I appreciate your years of working on the board,” Carter said, addressing Griffel directly. “I valued your opinion and I appreciate all the conversations we’ve had. We didn’t always agree but we always remained civil.”

The new board, with Tiburzi seated in Griffel’s former position, then reconvened. With Tieman acting as temporary president, the board re-elected Hayes to serve as president of the board for the next two years. Hayes was the only nominee. He was nominated by Carter, after which Peyton Bernot moved to close the nominations and declare Hayes the new president by a unanimous vote of the board.

Likewise, Alepra was the only nominee for vice-president, also to serve for two years. She was nominated by Dobrino, after which Bernot moved to close the nominations and record Alepra as the unanimous choice of the board. Carter then nominated Hayes to serve as board secretary and Alepra moved to close the nominations and declare Hayes the unanimous choice of the board.

Hayes appointed retired District Secretary Kathy McDaniel to continue to serve as the board’s recording secretary.

Hayes re-elected as board president, Alepra re-elected as vice president.

Since he was precluded from nominating himself, Vice President Alepra moved to appoint Hayes and the board’s official treasurer and that motion was unanimously approved.

The board also voted formally to adopt Robert’s Rules of Order to govern board meeting procedures.

On Tieman’s recommendation, the designation of a district depository was tabled until the board’s regular meeting in May. Tieman said both local financial institutions, United Community Bank and First National Bank, are depositories for some district funds. First National Bank has been the depository the district’s largest account into which state aid payments are deposited, but smaller activity accounts have been distributed between both banks, according to Tieman.

“I’m putting together a proposal for both institutions to bid on,” Tieman said, regarding the largest account, which amounts to approximately $11 million. The banks will be expected to outline services they will offer as well as rates of return on the funds. Past practice has been to alternate the designated depository between the two banks every three to five years. “They (the two banks) actually recommended that we do this, as did our auditors,” Tieman said. He said he will have a recommendation next month at which time the board will determine if the depository designation should be for three or five years.

Also before retiring to an hour-long executive session, Hayes appointed newly elected board member Tiburzi to serve as the board’s representative to the Southern Macoupin Association for Special Education, and appointed the following members to the following committees:

  • BUILDING AND GROUNDS: Bernot, Carter and Hayes.
  • POLICY: Hayes, Carter and Weye Schmidt.
  • STRATEGIC PLAN: Schmidt.
  • DISTRICT IMPROVEMENT; Tiburzi.
  • COMMUNITY: Alepra, Bernot and Dobrino.
  • FINANCE: Alepra and Dobrino.
  • SUPERINTENDENT EVALUATION: Alepra, Hayes and Schmidt.
  • CRISIS PLAN REVIEW: Hayes.
  • DISCIPLINE: Hayes.
  • SCHOOL IMPROVEMENT: Bernot (Ben-Gil Elementary), Alepra (Gillespie Middle School), and Tiburzi (Gillespie High School).

All members of the board will serve as members on the Contract Negotiations committee, and Hayes said all board members will be involved in evaluating the Superintendent annually. Tiburzi, Carter and Dobrino were appointed to a newly created Athletic Committee.

WORKING CASH INVESTMENT

In open session, the board unanimously concurred with Supt. Tieman’s recommendation to invest a substantial portion of the proceeds from a recently approved $2 million Working Cash bond sale into interest bearing certificates of deposit. He said he contacted both First National Bank and United Community Bank for current CD rates and “in almost every case, United Community Bank had a higher rate of return.”

Under Tieman’s proposal, $1.25 million will be invested in five CDs of $250,000 each with maturity dates tiered at six month intervals—six months, 12 months, 18 months, 24 months and 30 months.

“The idea is that will always have a CD available to us within six months,” Tieman said. The remaining $750,000 from the Working Cash bond sale will remain in the district’s Working Cash fund.

“I think this is a prudent, safe and a conservative course for us to take,” Tieman said.

Schmidt asked if the deposits would exceed the FDIC insurance ceiling. Alepra, who serves as manager of the local United Community Bank branch, said that because the deposits involve public funds, they will be collateralized and therefore protected from loss.

On a motion by Bernot, seconded by Schmidt, the measure was approved with Alepra voting present because of the potential conflict of interest.

GMS/GHS LEAD TESTING RESULTS

The board heard but took no formal action on a report showing that lead levels in drinking water at the Gillespie Middle School and High School are well below maximum levels allowed by state and federal agencies. Supt. Tieman said Illinois law requires school districts to test for lead levels in drinking water in elementary school buildings that were built before 2000. Because it was only recently constructed, the BenGil Elementary School is exempt from the rule, but Tieman said he took it upon himself to voluntarily have drinking water at the Middle School/High School tested for lead, in part because of the age of the building.

“There’s no legal requirement, but I chose to contract with Environmental Consultants to have that water tested (in the middle school and high school),” Tieman said. “We went above and beyond what we were required to do. I want to emphasize there is no illegal lead content in the water.”

Environmental Consultants, LLC, Collinsville, collected 51 samples from 25 drinking fountains and sinks likely to be used for drinking water or cooking purposes. According to a letter to Tieman from Environmental Consultants, none of the samples exceed lead levels of 5 parts per billion, which is the action level established by the Illinois Department of Public Health. The action level set by the U.S. Environmental Protection Agency is 15 parts per billion. While none of the samples exceeded state or federal action levels, Environmental Consultants recommended running water sources for 30 seconds prior to human consumption as recommended by the USEPA. In older buildings, lead can leach into water supplies from lead solder used to connect copper water pipes; in very old buildings, lead can leach into the water supply from lead pipes once used for residential and commercial plumbing.

For interested persons, Tieman said he would post the full report from Environmental Consultants on the district’s website.

PERSONNEL

Following the board’s executive session, requested for discussion of personnel and other issues, the board voted unanimously to hire Ashlee Gibbs as a mathematics teacher for this year’s summer school program on a motion by Schmidt, seconded by Tiburzi. On a motion by Carter, seconded by Hayes, the board also voted unanimously to hire Amy Goldasich as an English teacher for the summer school program. Jennifer Brown was hired to teach consumer education for the summer school program on a motion by Schmidt, seconded by Carter. Brown also was hired, along with Kyle Lamore, to teach driver’s education for the summer school program on a motion by Bernot, seconded by Schmidt. Janice Hammann and Penny Feeley were unanimously hired as food service workers for the summer school program.

The board voted unanimously to hire Jarrod Herron as an assistant high school football coach for the 2017 season. Herron previously has served as a freshman football coach and that position was posted as vacant with the same action.

Board members unanimously voted to hire Matt Brauner as eighth-grade girls’ basketball coach for the 2017-18 season, accepted the resignation of Jered Martin as assistant boys’ soccer coach and posted that position as vacant for the coming year.

In other personnel matters, the board hired Alice Maddox as a full-route bus driver, pending certification.

OTHER ACTION

In other action, the new board dealt with relatively routine matters, including:

  • Approved renewing Gillespie Middle School’s membership in the Illinois Elementary School Association for one year at a cost of $734.
  • Ratified about 150 formal job descriptions for the district’s certificated personnel. Illinois schools are required to approve job descriptions by May 10 each year and keep them on file. Apart from describing duties for specific positions, the job descriptions can come into play in the event a district pursues a Reduction in Force next year.
  • Approved an amended school calendar for the current school year, that sets the final day of school back from the fist week in June to May 25. May 25 will be a teachers’ institute day. The final day of student attendance will be May 24, which will be a half-day. The amended calendar was made possible because the district used none of the emergency days built into the calendar each year for inclement weather. Supt. Tieman said the last day of school still could be pushed forward in the unlikely event that an emergency requires the district to cancel classes for one or more days between now and May 25.
  • Approved a schedule of regular school board meetings for the coming year as follows: May 22, June 26, July 24, Aug. 21, Sept. 25, Oct. 23, Nov. 27, Dec. 18, Jan. 22, Feb. 26, March 26, and April 23. Except for the December meeting, all meetings are set for the fourth Monday of each month. December’s meeting is set earlier because of the winter break. All meetings are set to begin with an executive session at 6 p.m., followed by an open session at 7 p.m. All meetings will take placed at the District’s administrative offices in Gillespie.
