School board adopts $14 million balanced budget

For the second consecutive year, the Community Unit School District 7 Board of Education voted unanimously Monday night to adopt a balanced budget. The new budget, which governs spending for the 2018-2019 fiscal year, projects revenues of $14,191,783 with expenditures estimated at $14,003,490.

The board voted unanimously to adopt the budget on a motion by Don Dobrino, seconded by Weye Schmidt. The vote followed a brief mandated public hearing during which Supt. Joe Tieman used a PowerPoint presentation to summarize budget details. The budget had been available for public review for the past month. No members of the public attended the hearing.

“It’s a balanced budget,” said Supt. Joe Tieman. “The good news with that is that our fund balances that are healthy will stay healthy.” At the end of the last fiscal year on June 30, the school district had fund balances of more than $8.5 million. With the $188,293 margin expected for the current fiscal year, the district expects to end the year with $8,768,469 in reserve for all funds.

Having a balanced budget in place for the past two years reverses a trend for several years prior to 2017 when the district struggled with declining state aid payments and operated with budgets calling for deficit spending. The 2016 budget, for example, totaled about $12 million with a projected deficit of $241,000. A year earlier, in 2015, the projected deficit ballooned to more than $740,000. Those lean years forced the school district to tap existing fund balances to meet its financial obligations.

The lion’s share of revenues coming into the district for the current fiscal year is expected to come from state sources—a total of $8,483,081 (about 60 percent of the budget).

A projected $7,782,681 of the state funding is earmarked for the Education Fund, bolstered by about $440,000 in additional funding resulting from the state’s new “evidence-based” funding formula.

Local funding, primarily generated from property taxes, is expected to comprise 30 percent of the district’s total revenue—$4,391,802. The remaining 30 percent of projected revenue—$1,316,900—is from federal sources, all of which is earmarked for Education.

Revenue for the Capital Projects Fund is projected $977,000, including $700,000 from local property taxes and $277,000 generated from the County School Facilities Sales Tax, which must be spent for permanent infrastructure. Per board resolution, a quarter of the county sales tax revenue is committed to debt retirement related to the construction of the Ben-Gil Elementary School.

The Education Fund accounts for two-thirds of the budget with revenues of $10.5 million projected and expenditures estimated at about $10.48 million. Sixty-four percent of that amount, $6,647,120 is committed for instructional costs (teacher salaries), with the remaining $3.8 million earmarked for support services and payments to other districts.

Here is a breakdown of the budget by fund:

  • Education Fund: Revenue is estimated at $10,549,470 with expenditures of $10,487,535 projected. The fund is expected to end the fiscal year $61,935 in the black. With a beginning fund balance of $4,436,334, it’s anticipated the fund will end the year with $4,498,269 in reserve.
  • Building Fund: Revenue of $608,333 is expected with expenditures estimated at $605,000. The expected $3,333 margin, when added to the existing fund balance will leave the fund with about $640,562 at the end of the fiscal year.
  • Debt Service: Revenue of $921,227, all of which will come from local funding, is expected. Expenditures also are projected $921,227, meaning the $300,497 existing fund balance will be unchanged at the end of the year.
  • Transportation: The budget anticipates $470,650 in revenue with expected expenditures of $445,000, putting the fund $25,650 in the black. With an existing fund balance of $196,611, its expected the fund will end the year with $222,261 in reserve.
  • Illinois Municipal Retirement Service/Social Security: Revenue is estimated at $441,923 with expenditures projected at $439,728. With an existing fund balance of $90,959, the fund is expected to end the year with $93,154 in reserve.
  • Capital Projects: Revenue of $997,000 is expected with expenditures of $955,000 projected, leaving a surplus of $42,000. With a beginning balance of $451,645, the fund expected to end the fiscal year with a balance of $493,645.
  • Working Cash: No expenditures are expected from the Working Cash Fund, which essentially is a “rainy day” fund to support other funds when needed. With anticipated revenue of $31,879, the fund is expected to end the fiscal year with a balance of $2.460,339.
  • Tort Fund: Funded entirely from local sources, the Tort Fund is used to pay legal expenses, including liability and property insurance costs. Revenue of $171,301 is expected, with expenditures of $150,000 anticipated, meaning the fund is expected to end the year with $21,301 in the black. With a beginning balance of $38,441, the fund is expected to end the year with $59,742 in reserve.

SIXTH DAY ATTENDANCE REPORT

Tieman presented a report for student enrollment on the sixth day of classes which showed enrollment district-wide is down by 42 students from last year.

“That reverses a trend for the last four years when we were either increasing or holding steady,” Tieman said.

District attendance for the sixth day of classes stood at 1,312, which was 42 students down from 1,344 on the sixth day of classes last year, but only five students down from the five-year average. Enrollment at the BenGil Elementary School attendance center was down from 673 last year to 648 this year. Middle School attendance on day six was unchanged from the previous year at 292. High school enrollment was down slightly from 379 last year to 372 this year.

Kindergarten enrollment for this year is 88 students, compared with 94 students last year. Tieman said Kindergarten teachers, however, are thrilled because the enrollment, coupled with a decision to expand the number of classes to five, means class sizes have declined to 16 or 17 students per class. Previously class sizes ranged from 22 to 25.

“Our Kindergarten teachers are thrilled,” Tieman said. “They have more opportunity for one-on-one attention.” He said other teachers are hoping the number of classes will be increased for grade levels as well in the future.

PERSONNEL

On a motion by Bill Carter, seconded by Dobrino, the board voted unanimously to hire Matt Manley as a district custodian. Staci Blevins was unanimously hired as a paraprofessional (teacher aide) on a motion by Carter, seconded by Schmidt. Board members also voted to post a vacancy for a bus aide position.

Tieman introduced five new elementary teachers who began their service this year. The new teachers include fifth-grade teachers Allison McElroy and Nate Hendricks; Jenni Lubrant, Birth-3 Director; and Birth-3 Educators Nikki Zenner and Jackie VanDoren.

The Birth-3 program is a new program funded with “evidence-based” funding from the state.

“We’re excited for our program,” Tieman said, adding there was an effort to hire staff members familiar with the community.  “We felt it was critical to have trust factor with our parents. A lot of the program involves working with parents in the field.”

OTHER ACTION

In other action, the board:

  • Approved low bids from Prairie Farms Dairy, Carlinville, to supply milk and from Aunt Millie’s Bakeries, Fort Wayne, Ind., to supply bread products for school food services.
  • Accepted an updated roster of Parent-Teacher Advisory Committee members. The committee meets once a year.
  • Accepted an Administrator/Teacher Salaries Report which reflects a 2.9 percent increase in teacher salaries.
