School board signs on to seek sales tax support

Superintendent Joe Tieman reads the county sales tax resolution to the board.

The Community Unit School District 7 Board of Education voted unanimously Monday night to approve a resolution calling for a March referendum to impose a one percent sales tax in Macoupin County to support school facilities. The board also accepted the district’s annual audit, which projects that the district’s financial designation with the State Board of Education will be downgraded to “financial warning” next year due to continued deficit spending in the Education, Transportation and Building funds.

On a motion by Peyton Bernot, seconded by Dave Griffel, the board supported Superintendent Joe Tieman’s recommendation to approve the sales tax resolution. The three-page resolution calls for imposing a one percent sales tax, the proceeds from which would be earmarked for school facilities improvements, repair, maintenance and construction. If passed, the revenue would be distributed on the basis of student enrollment in each of the county’s eight school districts.

“The money follows the students,” Tieman said. “We have 19 percent of the students in the county, so we would receive 19 percent of the revenue.”

If approved, would generate a projected $400,000 annually

Tieman told The BenGil Post the sales tax, if approved, would generate a projected $400,000 annually, which could be used only for school facility expenditures, including the retirement of previously issued bond issues for capital improvement purposes.

The other seven districts in the county approved the resolution at their November board meetings, Tieman. The public question will appear on the March 15 primary election ballot. If approved by voters, the new sales tax would be imposed on retail sales throughout the county. The tax would be imposed on purchases already subject to sales tax collection for state, county and municipal coffers. Medicine, groceries, farm implements and other purchases excluded from sales tax collection also would be excluded from the School Facilities Sales Tax, according to Tieman.

An identical referendum was narrowly rejected by a vote of 7,822 (50.2 percent) to 7,737 (49.7 percent) during the November 2014 general election.

AUDIT PROJECTS ‘FINANCIAL WARNING’ STATUS FOR DISTRICT

The board also voted unanimously to accept the district’s annual audit, prepared by Donohoo, McCalley & Associates Certified Public Accountants, Wood River. While the audit found no discrepancies in the district’s accounting procedures, the auditors projected that the district’s financial profile designation from the State Board of Education would be downgraded to “Financial Warning” in 2016.

“Their projection is usually pretty accurate,” Tieman told the board. If the “Warning” designation is imposed, Tieman noted, the State Board of Education will require the district to file a three-year deficit reduction plan. “We will have a plan in place and continue to strive to balance the budget,” he declared.

The impending financial warning status is “nothing new,” Tieman told the board, blaming a continuing shortfall in state aid payments to the district. For the past several years, the state has pro-rated disbursements to the district, failing to fully fund the state aid reimbursement formula. In the Education Fund alone, the reduced payments to the district have resulted in a shortfall of about $3.5 million over the past three years, he said.

“We have run a deficit in the Education Fund for several years based on pro-rated payments from the state,” Tieman explained. Likewise, there has been a deficit in spending in the Transportation Fund, primarily due to reductions in state reimbursements to the district, and spending has exceeded revenue in the Building Fund.

NIEHAUS RESIGNS FROM COACHING POSITION

In other action, the board accepted the resignation of Casey Niehaus as a cross-country coach and agreed to post the position as vacant.

Board member Griffel said Niehaus deserved the district’s thanks. “He’s been the coach for 13 years,” he said. “That’s a lot of miles run with a lot of kids for very little money.”

Accepting Niehaus’ resignation was the only personnel action taken following a marathon 105-minute executive session that preceded the open meeting. The board tabled open discussion of certificated and non-certificated staffing needs for the 2016-17 school year. Board members also reportedly discussed litigation and district property issues during the executive session.

Tieman also asked to table a presentation about district finances that originally was included on the agenda. He said he had received new information on Monday afternoon that rendered part of his planned presentation inaccurate. The presentation was rescheduled for the board’s Dec. 14 meeting. That meeting is scheduled one week earlier than normal due to the upcoming holiday break.

DISTRICT IMPROVEMENT PLAN

On Tieman’s recommendation, the board approved a revised District Improvement Plan that includes a provision for the district to “develop and communicate its vision to ensure college and career readiness for all students to all stakeholders (e.g. school board, primary caregivers, teachers, staff and community).”

Tieman told board members the new item is designed to reach out to parents and students to ensure students are ready for college when they graduate or to enter a vocational field.

“Far too often parents don’t understand that process and it’s our job to offer help,” he said.

Elementary Principal Angela Turcol reported to the board that she is working with a team of teachers to update the district’s Title I reading improvement plan. The plan involves administration of about $400,000 in federal funds annually aimed at reaching young students who have difficulty with reading.

“I will continue to update you as we go through the process,” she said.

CONCUSSION MANAGEMENT PLAN

Board members voted to add Dr. Therese Polo to the district’s state-mandated concussion management committee and to approve the formal concussion management plan.

“By law we have to come up with a concussion management plan,” Tieman told the board. The plan outlines protocols for allowing students to return to sports or to the classroom following a concussion injury. Board member Weye Schmidt questioned whether or not the policy would put staff members in the position of over-ruling a student’s doctor’s orders.

Tieman, however, explained the committee will only have a role to play “once a doctor says a student can return.” Once a physician okays a student’s return to sports and/or the classroom, the policy spells out further protocols the committee can implement to determine whether or not the student is ready to safely return to the school environment. Schmidt inidicated that even that provision could put staff members in position of countering the physician’s authority–essentially ruling that a student cannot return even after a doctor certifies the student is ready.

Middle High School Principal Jill Rosentreter said the state offered very little guidance in regard to drafting the policy. The committee used sample concussion management plans from other schools as patterns for the local policy and “spent hours” researching the law. While it would be rare for the committee to over-rule the opinion of a physician, she said, “on occasion, we find that a doctor may say a student can return in 10 days without actually seeing the student at the end of the 10 days.” In such instances, the committee might be required to evaluate the student independently to determine whether he or she is actually fully recovered.

Ultimately, Schmidt reluctantly joined other board members in voting unanimously to approve the concussion management plan and to add Dr. Polo to the committee.

CHURCH PARKING LOT

Board members voted unanimously to approve an agreement between the Gillespie United Methodist Church and the school district allowing the district to use the church’s parking lot in exchange for the district providing snow removal services in the winter. Terms of the agreement were discussed briefly during the board’s October meeting.

The lot is located adjacent to the district’s elementary school property. The agreement authorizes the district to use the lot for parking during the school day, which will facilitate parents parking to walk their children into the school, and during special events when additional parking is needed. A new provision in the agreement prohibits the district from using the lot for buses. “The parking lot was not built to handle school buses,” Tieman commented.

Reporting to the board regarding school facilities, Tieman said the new softball field is virtually finished and will be ready for play during the spring season. He also reported that a decision has been reached to move girls home soccer games to the Little Dog Soccer Field for the coming spring season only. The move will allow the district to rehabilitate the football field, adding dirt and sand, and repairing areas that were disturbed when an irrigation system was installed.

The board approved payment of routine monthly bills for Novermber in the following amounts: $31,966.74 from the Education Fund, $38,221.94 from the Building Fund, and $4,697.90 from the Transportation Fund.
