Wilsonville Board authorizes purchase of new water billing software

Members of the Wilsonville Board of Trustees on Monday night accepted Village Treasurer Gina Frensko’s recommendation to purchase a new software system for processing water bills, briefly sparred with a resident who filed a complaint about a neighbor’s noisy muffler, and accepted a bid to replace a section of sidewalk removed more than a month ago.

On motion by Trustee Bob Carr, seconded by Keith Mohr, the council unanimously approved purchasing software Continental Utility Solutions, Inc. (CUSI), at a cost of $3,600 to prepare water bills and maintain customer accounts. Village President Jeff Rhodes told village trustees that the software currently in use has been problematic, requiring administrators to rack up support fees for virtually every billing cycle. In the past two years, he noted, the village paid $6,375 to Jayhawk Software for support.

“We could have paid for two programs for that,” Rhodes said.

The current contract expires in six months, according to Rhodes, and the next billing cycle is in three months. He urged the trustees to consider switching programs before the next billing cycle and before the current contract expires.

“I don’t want to pay them for more support for another billing cycle,” he said. “It’s up to you guys. I have no vote. I’m just proposing this.”

Village Treasurer Gina Frensko recommended the CUSI software, telling the trustees she was familiar with the program from her work as an assistant city clerk in Benld.

Frensko touted the CUSI program as being superior to the Jayhawk software currently in use. With the CUSI program, she said, it will be easier for her or other village officials to access specific accounts when customers have questions about their water bills. She said the program also prints daily summaries, and automatically identifies and prints late bills.

The village trustees voted to purchase the CUSI software, along with a $1,200 flat fee contract for support. The software will require Frensko to manually input meter readings to output quarterly water bills. A second option was available at a cost of $4,650 that would have facilitate input from remote meter reading devices. That option was rejected, however, due to consistent problems with inputing data from a handheld meter reading device the village purchased when it purchased the Jayhawk software.

“You’re right,” Trustee Mohr commented, “every time we’ve gone to use that (handheld device), we’ve had problems.”

LOUD MUFFLER COMPLAINT

Wilsonville resident Matthew Borgini, accompanied by his mother, Sharon Borgini, appeared before the board to criticize the village’s alleged lack of action regarding a complaint he filed regarding a neighbor with a loud muffler. Borgini filed the original complaint on April 20 claiming a neighbor had been harassing him and his parents the previous seven months by running a vehicle with a loud muffler at various times during the day and night, disturbing the family’s sleep. The complaint alleged the neighbor had been “starting the car at 4:30 a.m. til 4:50 a.m., letting it run on the driveway which is close to bedroom, waking us up.”

The complaint indicates Borgini had contacted then Wilsonville Police Chief Wayne Watkins as well as Macoupin County Sheriff’s deputies, but the behavior continued. Borgini said he contacted an Assistant Macoupin County States Attorney who advised him to contact the village attorney, Kevin Polo. According to Borgini, Polo told him it was a “winnable” case but Village President Rhodes told him that the complaint was “frivolous” and that Borgini and his family were the only residents complaining about the situation.

Responding to Borgini on Monday night, Rhodes said the Macoupin County States Attorney’s office was supposed to have sent him a letter advising that the county had declined filing criminal charges.

“We took it to the States Attorney and they denied the charges,” Rhodes said. “As long as it’s got a muffler and tailpipe, it’s legal in Illinois. There’s nothing more we can do.”

Trustee Carr recommended retaining a private attorney to file a civil suit.

Sharon Borgini rejected Carr’s recommendation, insisting the village should take action.

“Our city attorney said he’d take this case. What does that mean?” she said. “He said it was a winnable case. Mr. Rhodes here stopped it.”

Although the muffler may be legal, she said, the village has ordinances against excessive noise and public nuisances. She added that the neighbor has been harassing her and her family since the village failed to address her son’s complaint.

“He stands out in the driveway and laughs at us. He’s harassing us,” she said. “He put it on Facebook that he can do anything he wants to aggravate the neighbors and the cops aren’t going to do anything about it.”

Dissatisfied with the village’s response, the Borginis left the meeting room.

“We have a noise ordinance,” Sharon Borgini called over her shoulder as she left. “You people are nuts.”

Bill Rife also appeared before the board to complain about a neighbor allegedly allowing accumulations of trash on his property.

“He cleans up the trash and a week or two later, he brings more trash in,” Rife said. “If it’s business like a junkyard, he needs to put a privacy fence around it.”

“We’ll take care of it,” Rhodes assured Rife.

SIDEWALK BID

On a motion by Carr, seconded by Mohr, the board voted to award a contract to Kenny Hughes to replace about 200 feet of sidewalk on Roosevelt Street at a cost of $2,800. The board stalled on approving a bid Rhodes secured from Greg McKinney, Carlinville, last month, directing Rhodes to obtain additional quotes. Village maintenance worker Mike Campagna had already removed the deteriorating walkway prior to the June meeting.

Without taking formal action, the board directed the Village President to make an appointment with Bruckert-Daley Auto in Carlinville to check out engine problems on the village’s 2009 Dodge police car. Rhodes said the vehicle apparently had low compression in the third cylinder. He originally proposed taking it to Quality Motors in Gillespie for diagnostics and repair and then taking it to Bruckert-Daley if Quality was unable to repair the vehicle. Carr, however, recommended taking the vehicle directly to a Dodge dealer.

In a related matter, Rhodes reported that the car recently was striped at a cost of $315. “You can tell it’s police car now,” he said.

At the time of the painting project, he said it was discovered that the title and license plates for the vehicle were still registered to Shipman, the municipality from which the village acquired the vehicle. Both those situations have been rectified, Rhodes said.

MOTOR FUEL TAX

Rhodes also expressed concerns about a $27,038 Motor Fuel Tax appropriation recently prepared by the city engineer and filed with the Illinois Department of Transportation.

“I told him we have to cut back,” Rhodes said. “I don’t know where they’re getting these numbers. Last year they had $37,000, but we only get about $15,000 (in Motor Fuel Tax funds) a year. That’s what we have to live with.”

Rhodes also reported that work is expected to begin on the Liberty Street Lift Station improvements later this month with city engineer Rodney Potts making periodic inspections of the work.

Village Treasurer Frensko agreed to call the city auditors to make arrangements for auditors to come to the village hall to inspect financial documents. The auditors recently provided a list of documents they wanted sent to them, but village officials objected to letting documents leave the premises.

“They’re talking about sending a lot of paperwork out of the office,” Frensko said. “If something doesn’t come back, I and Jeff are responsible for that.”

Rhodes provided a bid from a Jerseyville woman certified to perform ordinance codification for the committee to consider as a possible alternative contractor to complete the village’s ordinance book.

QUORUM ISSUE

The start of Monday night’s meeting was delayed about 15 minutes awaiting the arrival of Trustee Carr to complete a quorum. Trustees attending included Carr, Mohr, Dustin Calcari and Roland Rife. Joe Wood and David Day were absent. Rhodes noted he could not call the meeting to order until a full quorum was present.
