Wilsonville Board of Trustees changes meeting dates for 2019
Starting in January, the Wilsonville Board of Trustees will meet on the third Tuesday of each month instead of the first Monday as a result of action taken by the board during its regular November meeting Monday night. Additionally, the board voted to hold its all-committee meeting every other month on the first Monday of each month. The meetings will start at 7 p.m.
Municipalities are required to approve and announce a meeting schedule annually prior to the start of the calendar year. The Wilsonville board meeting has been held on the first Monday of the month for many years.
The board unanimously approved changing the meeting schedule on a motion by Trustee Joe Wood, seconded by David Day, following a brief discussion.
“I think we’re wasting our time having a committee meeting every month,” said Village President Jeff Rhodes. “I’d like to see them every other month. We’re a little town. We don’t have enough (business) for a meeting every month.”
He said the idea of pushing the all-committee meeting to the first Monday of the month and scheduling the regular board meeting on the third Tuesday was suggested by Treasurer Gina Frensko.
“I’m okay with that,” Rhodes said. “Whatever works to keep you guys on the board.” Some board members apparently have indicated they have problems with getting to the village hall after work in time for the Monday night meetings.
VILLAGE SEEKS PART-TIME MAINTENANCE WORKER
Board members unanimously authorized Rhodes to advertise for applicants to fill a part-time maintenance position while the village’s full-time maintenance worker Mike Campagna continues to recover from injuries sustained in a motorcycle accident. Rhodes said Campagna was released from the hospital but was recently readmitted due to complications with his recovery.
“We’re going to need somebody part-time on an as-needed basis,” Rhodes said. During Campagna’s convalescence, Rhodes and Trustee Keith Mohr have tried to fill in on a volunteer basis. “I can’t keep doing it myself,” Rhodes added.
“We need to get on this because we’re getting ready for cold weather,” said Trustee Day, noting that whoever the city hires should be qualified to operate a snow plow during the winter months.
Applications for the position are due by the end of the business day on Nov. 23. Wages for the individual will be negotiated on the basis of experience and qualifications.
VILLAGE MAY CONSIDER CONTRACTING FOR POLICE PROTECTION
Rhodes reported to the board that he has been quietly speaking with surrounding municipalities about the possibility of providing police protection in the Village of Wilsonville on a contractual basis. He said he approached the City of Benld but was told the future of the Benld City Police Department remains in doubt because of burgeoning costs and limited financial resources. He also has approached the City of Bunker Hill.
Wilsonville police officers and then Chief of Police abruptly resigned shortly after Rhodes was appointed Village President, leaving the village with only one part-time officer. The officers reportedly submitted resignations after Rhodes attempted to adjust work schedules to ensure police coverage at night in the village. The village has since hired a police chief for administrative duties but hired no additional police officers.
“I’ve been checking into contract policing,” Rhodes announced Monday night. “If we can do it for less than $2,000 a month, it will save us money.”
The only other alternative, he said, would be to rely on the county Sheriff’s Department for police services. In that scenario, however, deputies would only respond to emergency calls. “We wouldn’t get patrols through here,” Rhodes said.
OTHER ACTION
In other action, the board:
- Approved the expenditure of $15,700 for insurance coverage through the Illinois Municipal League’s shared risk program. Paying the premium in a lump sum prior to Nov. 31 saved the city about $400 in additional costs.
- Set a Christmas Party for village children for Dec. 2 at the Community Center, and approved a donation of up to $500 for treats, decorations and other expenses.
- Set the annual Senior Citizens Christmas dinner for noon, Dec. 9, at the Community Center, and agreed to pay up to $1,000 for meals, decorations, entertainment and other expenses. The annual dinner is free to village residents who are 62 years old or older.
- Set the annual employees appreciation dinner for Dec. 14 at the Progressive Club at a cost of about $860, plus $500 for bonuses of $100 for each of the village’s five employees.
- Approved expenditure of about $1,200 for two eight-foot collapsible barricades with emergency lighting and reflective tape.
- Amended the village’s sexual harassment policy to comply with recently changed state mandates. The amendment gives victims of alleged harassment more time to report the incident.
- Reviewed a letter from the Gillespie-Benld Area Ambulance Service Board indicating that a vacancy exists for a representative from Wilsonville. David Katava, appointed to replace the late Dino Filippinni, resigned after three months of service, according to the letter.

The Wilsonville Progressive Club will celebrate and host a 90 year Anniversary Party on Saturday, May 11. The party will include a catered dinner, a live band, and fireworks.
Doors will open at 2 pm with a catered dinner being served at 4 pm. The Shane Kessinger Experience (live band) will play at 5 pm, and a grand fireworks display will be held at dusk.
The Progressive Club was originally established in 1934 by the Progressive Miners and was located on the northwest side of Wilsonville’s main street. The Club moved to their new building in January of 1949 and today this is still the current location at 212 Wilson Street in Wilsonville.
Wilsonville was founded in 1917 when Superior Coal Co. Mine No. 4 was sunk and this was the most modern mine in the Superior field. At that time, the little settlement which grew up around the mine was called Wilson. One day a worker paused and asked, “What are we going to name this town?” President Wilson was in office, thus the town was then and there named Wilson until 1919 when it was incorporated and the name expanded to Wilsonville.
The Wilsonville Progressive Club is operated and maintained by an elected panel of trustees and loyal members. The Club is open to the public and membership is always welcome. The large outdoor covered pavilion and manicured grassy side lot offer an attractive and convenient venue for any event along with inside facilities.

LITCHFIELD, Ill. — HSHS St. Francis Hospital is offering service opportunities to area teens this summer through the 2024 Junior Volunteer Program. Applications are being accepted now through May 1.
Applicants must be high school students maintaining at least a “C” average, be a minimum of 14 years of age by June 1 and be willing to volunteer at least two hours per week during the summer program. Junior volunteers will perform a variety of duties in various hospital departments.
Registration materials are available on the hospital’s website volunteer page at https://www.hshs.org/st-francis/community/volunteer.
All participants in the program will be required to present proof of immunizations for MMR (measles, mumps, and rubella), and Varicella (chicken pox). An additional requirement includes attendance at a hospital orientation.
