Wilsonville signs water contract with City of Gillespie

The Village of Wilsonville trustees briefly discussed the possible replacement of the village’s aging water tower.

Village of Wilsonville trustees voted 3-1 Tuesday night to sign a 40-year contract with the City of Gillespie to supply water for village residents. Wilsonville is one of the last of the Gillespie water department satellites to renew its relationship with Gillespie. Benld, Mount Clare and Sawyerville previously signed 40-year contracts with the City of Gillespie. Former satellite Lake KaHo opted to install a new water line in order to purchase water from Litchfield. The Village of Dorchester is partnering with the Illinois Alluvial Regional Water Co. to acquire water from that project when it is completed.

Trustee Dustin Calcari cast the sole negative vote against the new contract, arguing that the contract was too broad, particularly in provisions regarding future water rate increases.

“My vote is going to be ‘no’ on this,” Calcari said. “I work with contracts all the time and this contract is too broad.”

Under terms of the contract, Gillespie agrees to sell water to Wilsonville at a cost of $5.29 per 1,000 gallons with a 500,000 minimum water purchase. The contract is effective as of Jan. 1. Starting Jan. 1, 2021, the rate drops to $4.71 per 1,000 gallons with a minimum purchase of 500,000 “unless a rate change occurs under other provisions of this agreement.” Future rate increases are limited to no more than the rate increases Gillespie imposes on its own residents or the rate of inflation plus one percent, whichever is less.

City President Jeff Rhodes said the village currently pays $5.67 per 1,000 gallons of usage. The village’s monthly usage ranges from 840,000 gallons to one million gallons, according to Rhodes.

Rhodes said he and legal consultant Ann Clough, Carrollton, recently met with Gillespie City officials to discuss the terms of the contract. Clough was hired several months ago to advise the village on pursuing a source of water. Rhodes said he unsuccessfully attempted to convince Gillespie to reduce the length of the contract. He said each of the other satellites signed 40-year contracts and reducing the term for Wilsovnille would require Gillespie to renegotiate with the satellites that have already signed contracts. Moreover, he said Gillespie relies on USDA for funding for its water infrastructure projects and USDA has insisted on 40-year contracts to ensure the city has reliable sources of income to repay federal loans.

The contract includes specific language stipulating that no part of the cost of Gillespie’s current water main replacement project factored into determining water rates set forth in the contract.

“They wanted to make sure everyone knows that the cost of their big water main project has nothing to do with the rates in the contract,” Clough told the Board of Trustees. “It’s a 40-year contract because they rely on USDA loans and they have to be able to show USDA they have the income to repay the loan. Forty years is a standard term that I’ve seen everywhere I’ve worked.”

Calcari objected to the formula for determining future rate increases. Responding to a question from Calcari, Clough said the rate of inflation last year was 1.6 percent, meaning the City of Gillespie could have raised the rate by 2.6 percent for the year.

“Over 10 years, that’s 26 percent,” Calcari said. He objected also to the lack of a “cap” in the contract. During a presentation to satellite water customers, he said, the City of Litchfield offered a proposal that included a cap on the maximum rate the supplier could charge.

Rhodes responded that there is no infrastructure to bring water from Litchfield to Wilsonville. The cost of building such a transmission line could run into the millions of dollars, which would require the village to borrow funds through the USDA’s Rural Development program.

“One of the things you have to look at is the cost-benefit,” Clough said. “If you have to borrow $3 million to build a new system, the interest is going to be much more than 2.6 percent.”

Trustee David Day said the village would have to hire maintenance personnel if the village built its own transmission line. “We have trouble hiring people to mow the grass,” he said. “If we don’t accept this tonight, I think we’re making a mistake.”

Brought to a vote on a motion by Day, seconded by Keith Mohr, the contact was approved with Day, Mohr and Stanley Katich voting “yes,” and Calcari voting “no.” Trustees Bill Molinar and Roland Rife were absent.

In a related matter, the board briefly discussed possible replacement of the village’s aging water tower. Rhodes said previous attempts to obtain grants or low-interest loans to replace the structure have failed even though EPA has told the village the facility needs to be replaced. If the village succeeds in obtaining a USDA loan, Rhodes said, the agency will require the village to raise it’s water and sewer rates by $29 per quarter to service the loan. That would take the minimum monthly charge for consumers from $58 to $87.

“The only two options we have are a government loan or sell bonds,” Rhodes said.

Clough said the village may have more success in securing a grant or loan in the future. “The more desperate you are is when funds become available,” Clough said. “When you’re on your last legs with EPA is when USDA will step in.”

In other action, the board formally approved a contract with Randy Gross to provide testing and other services for the village’s water and sewer systems. Rhodes said the action was basically a formality “to show EPA we have someone working here who has a water and sewer license.” Gross reportedly collects samples for testing and other services at a cost of $600 per month.

Rhodes reported that he will have village personnel check the roofs at the Community Center and at a building located at the sewage lagoon to determine what repairs are needed. He said new leaks recently were reported at the Community Center, ruining several ceiling tiles.

Rhodes also referred to the personnel committee applications from candidates for an open maintenance position with the expectation the committee will make a recommendation to the full board.
