Benld Council accepts Italian Club’s park renovations proposal

Members of the Benld City Council voted on Monday night to approve more than $15,000 of work the Italian Club of Benld plans to do at Benld’s City Park.

“I want to thank the Italian Club for this,” said Ald. John Balzraine, who moved to accept the offer. 

The planned work includes sealing the driveway, replacing the floor in the women’s restroom, painting the roof on one of the pavilions, blacktopping an area by the bathrooms, and painting the bathrooms.

GUARDRAIL REPLACEMENT

The council voted unanimously to accept a bid of $5,780 to replace a guardrail previously damaged in a vehicular accident on East Central Avenue. The city may recover all or part of the expenditure through a claim against the driver’s insurance carrier. Chesley Community Fence and Deck, Fairview Heights, will supply materials and labor for the project.

FURNACE REPLACEMENT

The council also approved a $3,520 expenditure to replace a failing furnace at the Post Office Building on East Central Avenue.  Kufa and Son Heating and Cooling, Carlinville, was the only vendor submitting a bid, according to Ald. Balzraine.

“You attempted to get other bids and Kufa was the only one who responded?” City Attorney Rick Verticchio asked.

Balzraine confirmed he contacted several vendors who did not respond with a bid.

LAGOON TREATMENT

The council voted unanimously to retain Water Treat Technologies, Centralia, to spray the city’s sewage lagoon for duckweed and other aquatic vegetation.

“Is the something that should be added to the budget if we’re going to be doing it every year?” Ald. Dustin Fletcher wanted to know.

Mayor Jim Kelly agreed, noting that weed eradication is likely to be a part of the annual lagoon maintenance routine. Even if a year goes by without treatment, having appropriation line for the treatment would simply go unspent for that year.

TECHNICAL RECORD CORRECTION

Aldermen were given an opportunity to rescind the Mayor’s emergency hiring of a maintenance worker, but no one moved to override Mayor Kelly’s decision.

Verticchio said the opportunity to rescind was a technical matter, resulting from the fact no one moved to accept the Mayor’s hire during a special meeting on Tuesday, Sept. 2. At that meeting, Kelly announced the new hire but the council failed to take a vote ratifying his hire.

“The Mayor used his emergency powers to hire someone, but the council can override he decision with a vote of the majority of the aldermen,” Verticchio explained. “If no vote is taken to override, the Mayor’s decision stands.”

TRICK-OR-TREAT HOURS

By an unanimous vote, the Council decided to set hours for Halloween trick-or-treating from 6 to 8 p.m., Thursday and Friday, Oct. 30 and 31.

NUISANCE PROPERTIES

On a motion by Ald. Balzraine, the council voted to declare a property at 209 North Illinois Street owned by Donnie Ruyle a public nuisance, based upon repeated disturbances of the peace requiring police presence. Balzraine said he discussed the matter with the Police Chief and confirmed frequent police calls to the property.

“They get called down there every day,” Balzraine said.

Also on a motion by Balzraine, seconded by Ald. Jerry Saracco, the council also declared property at 511 S. Second St. a public nuisance.

Verticchio agreed to issue ordinance citations for 201 S. Kentucky Street for a sofa and chair left in the yard, and to also cite 719 S. Fifth Street for keeping live turkeys in the yard.

“He’s been talked to before (about the turkeys),” McFarland said.

EXECUTIVE SESSION

No action followed a 20-minute executive session requested by Ald. Brant McFarland.
