Benld residents display dissatisfaction toward city council regarding trash

Citywide trash wasn’t on the agenda for Benld’s regular monthly meeting held on Monday, December 15 after being approved during the November meeting, but citizens brought up the decision during the public recognition portion of the meeting. One guest reserved speaking time, but two other members in the audience interrupted the meeting and displayed their disapproval despite Mayor Gloria Sidar pounding her gavel to control the meeting.
Council members explained the citywide trash is a “done issue”
Wolf pointed out that the number of votes casted doesn’t matter, but the council should have voted in the same direction as the citizens voted on the November 4 election. “I don’t believe there is enough votes in the city to have the residents approve of [the citywide trash],” Wolf said. “But, I can be proven wrong. I like to be proven wrong.”
Council members explained the citywide trash is a “done issue”, but invited City Attorney Rick Vertichio to speak on behalf of the council. “The resolutions were non-binding and they weren’t put on the ballot by the city,” Vertichio opened. “The results were not binding on the council at all and the council subsequently enacted an ordinance saying the city will have citywide trash collection pickup transportation.”
Vertichio said every citizen has the right to disagree with the council’s decision, but told the residents they have two choices: 1) convince members of the council to reconsider or 2) vote the council members out at the next election. “Unless someone on the council makes a motion to reconsider, which requires that to be passed, there’s nothing to be talked about,” Vertichio closed.
After the meeting continued, two residents interrupted the council despite Mayor Sidar informing them they were out of order. “People didn’t want it,” one gentleman said, but didn’t announce his name and left the meeting before it was over. “Putting the service to one garbage company isn’t going to clean up the city. They live the way they live, pass the laws you got.”

The woman, who is also nameless because she didn’t introduce herself and left before the meeting ended, warned the council she was going to sue the city if trash service is on her water bill next April. “I am a citizen of this town. You are a bunch of dictators trying to tell everyone what the hell to do. I don’t care if I am out of order or not.”
The city council later reviewed an updated version of the trash ordinance passed last month after Vertichio said he didn’t accurately describe unoccupied residences in the ordinance. “For instance, if you are hooked up to water and sewer, but live in the nursing home – no, you don’t pay for trash at that point,” Vertichio explained the revised section. The council closed by approving resolution 2014-15 to make the trash service effective starting April of 2015.
Resident apologizes for his behavior at the trash meeting
After the trash discussion died down, Mayor Sidar read a letter to the council from Tom Pollard who attended one of the public trash meetings and wrote a letter of apology to the council. “I would like to take this opportunity to apologize for my actions and comments at the meeting concerning trash pickup,” Sidar read from the letter.
“I’ve had a lot of time to think about it and I know you are trying to support the best interest of the village. I do support the mayor and board. I meant no disrespect. Sometimes when you do the right thing, no one can see it,” she continued reading.
The letter closed with Pollard’s appreciation of the council’s decisions for Benld.
Council approves MFT program
The council unanimously approved Doug Ratteman’s request for approval of the MFT program resolution for 2015 totaling $57,000 with an estimated expense of $51,903. He explained the MFT program includes $3,700 in patching for potholes and shoulder repairs. Overall, the MFT program is larger than last years and will allow the city to oil and chip more streets in 2015.
Committee Actions
The board reviewed bids from Reid’s for three lighting jobs, but wanted to get more bids after only one bid was received. The council continued by approving Brian Bequette’s bid to replace the counter top at the city clerk’s office. The bid was for materials only with an estimate totaling $75-$100.
New Business
The council approved the 2015 schedule for committee and council meeting and passed resolution 2014-14 regarding the non-painting of fire hydrants. The council continued by thanking Dave Hallberg for his generous donation of the toy soldier decorations in front of the city hall and later, regretfully accepted the resignation of full-time police officer Doug Hubbard who left the force after recently joining the Gillespie Police Department as a full-time officer.
The council continued by approving the levy ordinance that included a total line items of $103,860 and library levy of $11,838. After the levy approval, the council approved a $50 end of the year bonus for three part-time employees and a $100 bonus for five full-time employees.
Mayor Sidar closed the meeting by saying the clerk’s office will be taking better care of the city’s website. The council approved her request of adding agendas and minutes to the website for an additional $50-60/year and requested her to check on the cost of adding the city’s codification to the website.
