Adam Lott from MFT updated the council on Tuesday, April 10 how much oil and chipping was done last year. The council spent $79,460.30 last year on the maintenance side and $5,124.89 on the engineering items. The overall approved amount was $190,272, so the council was well under the estimate.
For this year, Adam explained that he already drove the roads that will be getting the oil and chipping. The city is on a three year rotation, so the southeast side of the city will be getting oil and chipping this year. In addition, Kelly Street will be getting oil and chipped after all the construction traffic. After inspection, MFT submitted a maintenance bid of $114,235.43 and an engineering bid of $4,536.80. The part time inspection came to $1,002.60. The overall program came to $120,000.
Police Chief explained that the department got rid of two impounded cars last month which collected $808 for the City.
Dan Fisher noted to the council that there are different styles to how people do everything. “My philosophy is even though we think of MFT as money that comes from somewhere else, it is money designated of tax revenue’s as our money. It is our gold. The fact that we pay from something out of MFT (motor, fuel, tax), isn’t like we got a grant.” Fisher explained, “We have $23,000 allotted for mowing and snow and ice control. We never know what the weather will be like, so a third of our budget goes to items we may not have.”
“So why do we put them there?” Fisher questioned. “I think we should put more money in the street toward oil and chipping or street repair rather than designated money to reimburse ourselves for something that may or may not happen. We are just supplementing ourselves.” Fisher went on to say that he recommends the council spend more money on capital projects like streets.
“I don’t think we should pay someone to inspect the streets,” Fisher explained, “Our guys know the streets and ride along anyway, so I don’t think that should be required. That could be an extra $1,000 for us.”
Mayor Hicks questioned if the council could change this year’s estimates. Alderman Dave Tucker made a motion to approve the bottom number with the street department making some changes on the snow and ice fundage. “All the funding stays the same, but we shift around the numbers.” Tucker explained. The resolution was passed with a 8-0 vote.
The City then leased three lake lots for the current year. 22 Carney Drive was leased to William Carter and Justin Haynes. 22 Debby Lane on the New Lake was then leased to Gloria Walter. “Both lots are a yearly lease and will be approved pending tank inspections,” Frank Barrett explained.
Police Chief Jared DePoppe updated the council on March ordinances and impounds. The department got rid of two impounded cars last month which collected $808 for the City. Also, the department resolved mostly all of the ordinances while most of them were “self-initiated.”
Steve Kluethe updated the council that the department does not collect money from the ordinances violations as most people are very cooperative. “We get a lot of positive feedback on how we handle ordinances,” Kluthe explained.
The council passed a resolution to do a TIF Audit which will cost the city $1,390. The audit is also required by law. The resolution was passed 8-0.
Mayor Hicks explained that the city received a bid for the door at the water plant. The bid was from William Garrison that totaled $2,340. “The door has to be a metal door, fire proof, and dead bolted.” Dolliger stated. The bid is vague, according to Hicks. “I think we should go back and put the specifications in the bid and advertise it again.”
Dave Tucker wanted to “get the ball rolling” on the water rates which will increase for residential and satellite customers. He asked if there is anything else to be added to it before it gets turned over to City Attorney Kevin Polo. “We have to publish it in the paper and hold a meeting first,” Polo explained.
At the lake, Frank Barrett explained that he got a bid for the damaged lake dock and he submitted it to the insurance company. He has not heard anything back from the insurance yet. “We have one dock to use while this one is down.”
Kluthe explained that the Crown Victoria that was put out of service could receive $487.20 for scrap metal. The 2003 Crown Victoria that will be put of service can be put out for bids, Steve explained. A motion was made to declare both vehicles surplus property and will now accept bids on the vehicles. “We can say no to any bid that is lower than what we can get for scrap,” Hicks noted.
Lastly, Janice Weidner questioned City Attorney Kevin Polo about grass cutting procedures. “Once the house is foreclosed and up for sale, can we bill the bank for the grass cutting?” Polo responded that the council could bill the bank and file a lean to get payment. A letter from the Chief to the property owner would be an expensive way to solve the problem. From there, the council could look up the property owner and bill them.

In a decisive finish that underscored his rising dominance in Illinois Class 1A cross country, senior Chaz Oberkfell of Gillespie High School claimed the state title with a time of 14:31.10 at the IHSA State Cross Country Championships held at Detweiller Park on Saturday, November 8.
Finishing just behind Oberkfell, sophomore Evan Knobloch of Toulon (Stark County) crossed the line in 14:46.25, placing second. Rounding out the top five were senior Blake McLeese of Tuscola (14:46.45), senior Luca Bryja of Elgin (Harvest Christian Academy) with 14:48.38, and senior Elijah Teefey of Pleasant Plains at 14:49.02.
This victory marks Oberkfell’s second IHSA Class 1A state championship. He also won the state crown as a junior in 2024 with a time of 14:31.87. In his sophomore year, he finished 21st with a 15:21.43 season-best time.
Looking ahead, Oberkfell is set to compete in the New Balance NXR Midwest Regional Championships on Sunday, November 16, at the LaVerne Gibson Course in Indiana. The meet serves as a critical stepping stone toward the national championships, and Oberkfell will look to carry his state momentum into the regional stage.
