City of Benld approves contract with USPS for use of Police Department
City charges $1 per year
The City of Build approved the contract, in a regular scheduled meeting on March 14, with United States Postal Service to rent 456 square feet of the police department starting July 1, 2012. The proposal is a lease on a portion of the current police station. The 456 square feet is on the West side of the station. “It is to my understanding that we will be up and running on July 1,” Hendricks opened.
“It is basically free room and board,” Mayor Jeff Hendricks said, “They are going to give us an annual rental of $1. It is payable in advance.” The terms of the lease is “pretty nuts and bolts”, but the renewal option to continue the lease may be renewed at the end of the current lease.
The lease will be from January 1, 2013 to June 31, 2013 and then from July 1, 2013 to December 31, 2013. “They are proposing to do it this way because they are still under suspension from the solid lease agreement with the old tenant,” Hendricks noted.
This will give the Postal Service time to get through all the red tape and eventually a public service. According to Hendricks, it will give us time to know how everything is going to work. The Postal Service will provide the employee and will offer the same basic services while the City does not know the hours of operation at this time. A mailbox drop off will be outside of the building.
“The only thing we are not certain is if there will be post office boxes inside the building,” Hendricks noted. The residents of Benld should continue to use the Gillespie office until May 31. The council also seemed to think USPS will move the outside mail drop to the police station soon. The City of Benld will also be making all the structural changes to the Police Department for USPS to use the building.
According to Mayor Hendricks, the space they will be using is being utilized but not vital. The building is already heated, air conditioned, and has electricity running 24/7. So, in essence, it will not be costing the City of Benld anything. Hendricks did not that it will not increase the City’s insurance liability.
Sarraco questions the council about potentially owning a business incubator.
Ken Kay, John Fassero, and Todd Anderson from the municipal band confronted the council about a “misunderstanding that is being resolved.” Fassero asked for a little clarification about the municipal tax for the municipal band and where the money is allocated along with what they can expect for budget purposes.
“In the past, Ken allocates the funds on whatever funds we have,” Fassero explained, “Which we are really not familiar with until we ran into an issue which happened recently.” The band played in the Veteran’s Parade hosted by Build Benld and then billed the City for playing. There was a misunderstanding if the band was playing free of charge.
Mayor Hendricks explained that the tax levy appropriates $3,000 for the band annually. $2,500 is allocated for playing while the remaining $500 is for uniforms and sheet music. The money comes in August through September and the fiscal year starts on May 1.
The band plays at numerous events during the year which is Italian American Days, Homecoming, Croatian Picnic, and various other events. “Concerts are something that is going away,” Fassero noted, “Modern day music is different, but there are times when it is tough to get a crowd.”
The Mayor and the band agreed to meet in the future about budgeting purposes and money. “As long as the music fund is available, we can donate music,” Ken Kay explained, “The money should have been there, but it wasn’t.”
In other old business, the Build Benld committee has been working MEDP and some of the architects to improve Central Avenue. The engineers and architects believe that a good start would be the block with the bridge. “They are the point where they are ready to move forward with phase 1,” Mayor Hendricks noted.
The city has to pass a resolution to move forward with that stage of the ITEP Grant. The Mayor will sign along with the council members to express their support with the project to be considered for the grant. The ITEP grant is an 80/20 matching grant.
“This portion of the process is how big of a chunk you want to bite off at one time,” Hendricks noted. They want to start down there because it will be the expensive part because everything is undermined. As the city moves up towards Central Avenue, it becomes easier and cheaper. The council went on to approve the resolution to begin the grant process.
Lynn Fraelle represented Build Benld and explained that Ryan Fisher will be starting on the landscaping on the gazebo lot this week. She went on to say that the committee is looking at painting downtown Main Street in hopes of revitalizing the town.
A committee off of Build Benld asked the council if they would be interested in owning the old bank in Benld. Jerry Sarracco asked the council if they would be interested in owning the building if Build Benld acquired money through a grant. The committee would like to buy the old bank, but ownership has to be held by city municipality or non-for-profit.
Before the committee went down the road, they wanted to see if the council was interested. They would have to provide heat in the building for at least three years. “The intent is to use the grant on the downstairs and possibly use private financing on the upstairs,” Saracco explained, “We would use the offices on the main floor as a business incubator.”
Saracco then noted that the upstairs has three 1,500 square foot apartments. “It is going to take a lot of money and man power though,” Saracco said. He went on to say that he is trying to save the building and hopefully bring some money in for the city so that they could use a revolving fund to acquire more buildings in the future. “We are trying to save the buildings,” Saracco hammered.
The council agreed that they would be interested in owning the building. Saracco went on to say that Build Benld would to manage the project and do all the work, but give the building to the City. “We just want to tighten up the building and bring money in,” Saracco closed.
In new business, the council approved an ordinance a few months ago pertaining to part time police officers which was stipulated by the Illinois Law Enforcement Training Board. The City of Benld left out a few phrases in the “language” and now has added that in. The ordinance was approved again.
Lastly, the City of Benld hired Trae Wargo as an employee to mow grass on a temporary basis. “The grass is growing and our guys need to get started on meters,” Hendricks said. The council hired the only applicant for the job which will be a temporary position between now and sometime in October. Hendricks said the maximum hours will be 32 hours per week. “Both of the Jim’s approve of this guy,” Hendricks closed.
