County puts “checkbook” online
Ongoing effort for “open government” in Macoupin County
Carlinville – Last month at the County Board’s January meeting, Board Chairman Andy Manar and County Clerk Pete Duncan made an announcement that the County would begin to expand their definition of “public documents” by placing thousands of county records on the county’s public website. This past week, Duncan and Manar discussed additional actions that continue to build upon their moves to facilitate an open government and allow taxpayers an easier path to freely access public records – the establishment of a process to put the “checkbook” of Macoupin County government online.
“It is obvious to me that taxpayers want government to continue to find ways to provide more access to public records,” said Manar. “Taxpayers want to see what County government is doing. And in terms of public records, nothing is more important to taxpayers today than how their tax dollars are being spent. So with the addition of these monthly spending reports, a huge step is being taken and I commend our County Clerk Pete Duncan again on taking this progressive action at no cost to the county budget.”
Duncan explained that he plans to add the “checkbook summaries” online each month following the meeting of the County Board and has added historical monthly spending summaries dating back to 1996. The spending summaries indicate monthly spending figures by each office and department in county government and are broken down into specific spending categories.
In addition to checkbook summaries, the monthly posted reports also house information on county revenue, various caseload information, and public official and employee salaries.
“There is rarely a day that passes that my office does not receive a request to make county spending information available to the public,” said Duncan. “Putting these spending summaries online really amounts to the first step to opening the county’s finances to every person in the county.”
Both Manar and Duncan continue to find new, innovative ways to utilize the county’s website (www.MacoupinCountyIL.gov) to provide access to taxpayers on county board business and spending. In January, at no cost to taxpayers, Clerk Duncan led the effort to provide thousands of resolutions, ordinances, and meeting minutes dating back to the early 1970s to a newly created public website (www.macoupincode.com) and also added the most recent county audit report in its entirety to its county website. The County already maintains other various quarterly and annual reports on its website that concern certain county-held funds.

The Illinois Department of Transportation announced that a 14-mile patching and resurfacing project on Interstate 55 from Litchfield to the Macoupin/Madison County line begins Monday, April 21. Work is expected to be completed by the end of September.
Additionally, ramps for Litchfield (exit 52), Mount Olive (exit 44) and Staunton (exit 41) will be resurfaced. Most of the work is expected to take place between 7 p.m. and 6 a.m. Sunday nights through Friday mornings.
Lane closures are expected, and message boards will be used to direct traffic through the work zones. Motorists can expect delays and should allow extra time for trips through this area. Benefits of this project include a smoother driving surface.
To avoid the work area, when feasible, use of alternate routes should be considered. Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices and be alert for workers and equipment.

Grand Raffle ticket sales kicked off this year at The Partnership’s “For the Love of Education” annual trivia contest in February. When welcoming the trivia players that evening, Donna Prevedell, vice president and a charter member of education foundation, asked participants: “What would we do without you? Your steadfast trust and generosity are the only resources The Partnership has ever had. Our very first major donor, John Schmidt, said that he would support us only if we could prove that we had solid community backing – which you immediately gave and continue to give 33 years later! Thank you.”
The result is The Partnership’s investment of more than $1 million donor dollars into the students of CUSD7. “We treasure your trust and humbly pass on your generously-shared, hard-earned dollars to our children – our future,” she said addressing CUSD7 staff and teachers, past scholars and parents, and dozens of new and established donors in attendance.
“It’s such solid donor support that allowed The Partnership to increase its scholarships from $1,000 to $2,000 last year. All we could afford in 1992 was three $250 scholarships. Friends and neighbors like you have made it possible to increase that nearly tenfold,” she said.
Another milestone was reached in 2024: a record 38% of the GHS graduating class was awarded scholarships.
