Work continues at Illinois Coal Museum at Gillespie

Gillespie council members agreed Monday evening during their regular council meeting to again seek bids for environmental abatement work at the former United Community Bank building, which will soon house an Illinois Coal Museum, and agreed to pay a $19,000 retainage bill for roofing work on the building.
On the recommendation of City Treasurer Dan Fisher, the council agreed to rebid environmental abatement work at the city owned building that formerly housed United Community Bank. The building, located on the east side of Macoupin Street at Chestnut Street, is set to become the home of an Illinois Coal Museum. Fisher noted that the council previously rejected bids for mold and asbestos abatement in the building, but since that time volunteers have been working to clean up the building and remove debris that may have adversely affected the bids.
“It’s not the same building it was,” Fisher said.
Fisher also noted that only two vendors had bid on the project before and it is likely those companies would be the only bidders this time. “It’s very specialized work and there are a limited number of contractors who would be interested,” he said. He asked City Attorney Kevin Polo if there was a legal way to bypass the lengthy bidding process that requires the publication of public notices in order to simply secure new bids from the previous bidders. Polo responded that the council could seek new bids privately and could accept one of them with a two-third majority vote of the council.
Fisher also noted a need to award the bid quickly so the work can get underway in a timely manner.

Dave Tucker to secure bids from the previous two bidders and to consider those bids during a special meeting of the council was approved. The special meeting was set for 6 p.m., Monday, March 21, at City Hall. In addition to the environmental abatement bids, the agenda for that meeting also will include action on electrical contractor bids for improvements at a Gillespie Lake campground and a discussion of proposed water and sewer projects, including issues with the Gillespie Lake dam.
In a related matter, Ald. Janice Weidner cast the sole dissenting vote on an ordinance to use $19,430 in Tax Increment Financing funds to finish paying for a new roof on the old UCB building. Fisher said the amount represents funds withheld pending acceptance of the work after roofing contractors finished replacing the roof on the building earlier.
The council accepted Fisher’s recommendation to declare the remaining contents of the building surplus property for the purpose of disposing of them. Fisher said what remains in the building is basically “trash,” but to legally dispose of the items they had to be declared surplus property.
The Illinois Coal Museum at Gillespie would appreciate any donations. Monetary donations can be made to Illinois Coal Museum at Gillespie and mailed to 121 South Macoupin, Gillespie, IL 62033. Other donations can include artifacts, memorabilia, photographs, coal miner biographies, pedestals, display cases, tables, chairs, computers, monitors, scanners, cameras, photograph frames and similar items.
“The Illinois Coal Museum at Gillespie has the potential to be the finest museum on Route 66 and play a major role in the reinvigoration of a small town,” the museum writes on their Facebook page.
