During the regular monthly school board meeting on Monday, September 22, Michelle Smith, union president, asked the district 7 school board if they were aware of the large class sizes in fifth grade elementary classes and in elementary physical education classes. “Throughout years past, the high school classes have become much larger,” Smith said. “But, our focus right now is on fifth grade.”

Smith went on to say the elementary school has four sections of fifth grade, which is one less than the 2013-2014 school year, and class sizes are at 28 students per class with 8-10 individualized education program (IEP) students per class. The union’s concern was the retirement of three teachers and one physical education teacher that was not replaced. “We are short one P.E. teacher and the current fifth grade class had five sections in fourth grade and now only has four sections,” Smith added.

Her second point was the large class sizes in P.E. throughout elementary. According to Smith, there are times when there are two classes in P.E. together amounting to 60 students with one teacher. “We know there is an aid in P.E., but we have a concern with not replacing the P.E. teacher position.”

If the district would add a fifth section in the fifth grade, the class size would drop to 22 students per class. “We want to know if we can keep those numbers down in the future and what the plan is,” Smith closed.

We are within reason compared to those schools

Superintendent Joe Tieman shared the union’s concerns, but explained the Gillespie school district is only 1.4 students above average for fifth grade compared to neighboring districts of Carlinville, Litchfield, Southwestern and Staunton. “I would love to have a fifth grade teacher as well, but we are within reason compared to those schools,” Tieman said.

Tieman also noted his calculated averages didn’t include the number of IEP students in a classroom and he also explained school report cards will be released in the next 4-6 weeks to compare scores. “We have discussed the fifth grade issue and we are always conscience of class sizes,” Tieman closed. “But, we want to maintain five sections in kindergarten and first grade.”

Board president Mark Hayes reminded Smith the board had to make reduction in force (RIF) decisions a few years back and they don’t want to have to make those decisions again. According to Hayes, the district has to continue to operate in the black and not red like some other districts.

“The overall membership is concerned with losing the number of employees total and not replacing them when they retire, but we know it may be less jobs lost if we get in a RIF situation,” Smith closed.

According to the 6th day enrollment study released Monday evening, student enrollment dropped by three students compared to 2013-2014. The elementary school gained one student compared to 6th day enrollment figures from 2013-2014, the middle school gained 20 students and the high school lost 24 students.

Board approves Mt. Olive’s request to co-op girls’ soccer

Following a request from Mt. Olive, the school board approved a potential co-op for girls’ soccer with Gillespie being the host school. The school board initially didn’t feel a co-op was necessary until finding out the girls’ soccer program only had 13 athletes last year. “Those low numbers scare me,” Superintendent Tieman explained.

Head soccer coach Robin Niemeyer supported the initiative saying the co-op would bring the numbers up in the parent-funded sport as well as have more talent among the players. “More talent means more recognition whether that is attracting college scouts or players getting to play their desired position,” Niemeyer said.

The initiative now goes back to Mt. Olive’s school board to consider and then the schools would have to discuss the matter, pending Mt. Olive’s approval, with the conferences to see when the co-op could start.

Personnel items

The school board employed Terrie Rhodes and Robert Noe as substitute bus drivers and hired Tanya Brookes as a full-route bus driver. The board also hired Brenda Lowe as a three-hour food service worker and hired Jered Martin as an assistant boys’ soccer coach.

The board also accepted the resignation of girls’ assistant soccer coach Mark Hayes and freshmen boys’ football coach Jordan Donaldson.

April 2015 School Board Election

The responsibility of the school board elections will be handled by the county clerk

Macoupin County Clerk Pete Duncan was in attendance Monday evening to inform the school board of changes that will affect the school board election in the upcoming consolidated election on April 7, 2015. Duncan explained unlike previous years, the responsibility of the school board elections will be handled by the county clerk.

Candidates will have to turn their nominating papers into the county clerk. Candidates can pick up a petition packet at the clerk’s office or the district 7 administration office, but all questions, disputes and filing will take place at the county clerk’s office.

Board of education members up for re-election in the April 7, 2015 election include Jennifer Alepra, Gillespie Township; Peyton Bernot, Cahokia Township; Mark Hayes, Gillespie Township; and Weye Schmidt, Gillespie Township.

Monday, December 22, 2014, is the final day to file nominating petitions.

Current Capital Projects

Superintendent Tieman reported the railing was not the proper height in the high school gym and contractors will be replacing it, at no cost to the district, beginning on Thursday. Tieman said the contractor’s read the specifications wrong.

He also noted the roof is approximately 97% complete and there are only a few items left to complete. “It’s in the final phases,” Tieman said.

Administrator Updates

Superintendent Tieman reported Lori Emmons’ report. Tieman congratulated Kelly Clark as September Student of the Month. He also noted high school teachers have begun an ongoing professional development activity from the Master Teacher Professional Development. Once a week, the teachers will meet to discuss topics aligned to the Charlotte Danielson Evaluation Model.

In the middle school, Rosentreter reported that retired teachers would be meeting with the math and English language arts teachers to help with implementation and standards. Tieman also explained, on Rosentreter’s behalf, the middle school earned a substantial profit from their annual cheese and sausage fundraiser.

Angela Turcol, elementary teacher, explained progress reports went home on Wednesday, September 17. She also explained the school improvement committee is working on building a parent involvement activity for October. Lastly, she said classrooms and students are working on mission statements for the year.
