High school welding instructor Rick Spencer asked the school board Monday evening to consider expanding the vocational building to enhance the welding program and also adding welding classes. Spencer has been teaching in district #7 since 1984 and teaches agriculture, horticulture and welding classes in addition to being the sponsor for the FFA program. Students can earn college credit through Lewis and Clark Community College through Spencer’s welding classes and horticulture classes.

Spencer said his requests were ignited from a school board member who invited him to come to a board meeting if he ever needed anything. He said his current space in the vocational building is very nice and the ventilation is great, but the space is cramped. “Adding onto the building would allow us a place to put our scrap and new metal,” Spencer explained. “Right now, I had five welders in a six foot area sharing three outlets. They are kind of cramped in.”

The extra space would also allow students to move faster than others as Spencer said all of his students have to advance together. “Right now, I have students getting ahead of other students and I would like to get them going on TIG welding, but I can’t do that,” he clarified.

Spencer said he had 23 students sign up for welding class, but he had to cut the class back to 15. He also has 23 students in agriculture 2 class. The space would also allow him to work on tractors and small engines. “There’s a lot of different things we could do with extra space.”

He continued by asking the board to add one or two more basic welding classes to be more competitive with surrounding districts. “Southwestern has three different welding classes and not that they are beating us in any competitions, but 14 out of the 15 students in my welding class are new to welding.”

District received “Review” status on Financial Report

The district received their annual financial report and although the report had no findings of improper procedures, the report status was “review”. Tieman said the status is based on the fact the district spent more money than they took in last year. “We are trying to rectify that problem with this year’s budget,” Tieman explained.

He blamed the expenditure problem on the lack of state aid the district received. District 7 is only prorated 89% which translates to a $750,000 hit. “That is close to what our deficit spending was last year,” Tieman closed.

Bobby Carr, who represented the football team, asked the school board who they have in mind to replace Don Borgini as football coach. Carr said the team would like to know to initiate a bond with the new coach during the off-season as the team prepares to start their workouts. “We would like to have a connection with the coach beforehand,” Carr opened. “I have a really good feeling about next season.”

Carr continued by asking the board to revitalize the playing field and the practice field. He explained the center of the playing field is in very poor shape and the grass is “cabbage-patchy”. The practice field has many holes, according to Carr, and players roll their ankles because of it.

Superintendent Tieman said the board hasn’t made any decisions about the football coach, but said he hopes the board has a decision made within the next month. Tieman also explained the board is aware of the condition of the football fields and dirt will be delivered in the upcoming weeks to fill in the holes on the practice field.

Superintendent Tieman announced the elementary school received a $190,000 clean energy grant from the Illinois Clean Energy Community Foundation grant program. Tieman said the grants the district applied for three or four years ago are finally starting to trickle in. He announced the district hopes to receive $250,000 from the Durbin grant, up to $250,000 coming from a clean energy grant and $50,000 from another clean energy grant.

Youth Sports Coaches

Many parents and community members are involved with youth sports, but Superintendent Tieman would like to regulate the coaches by approving who can use the district’s facilities and who can’t. Tieman said the process would include an application, finger printing and a background check with the ultimate decision in the hands of the district superintendent.

The goal behind the new implementation is for the district to control who is on the district’s property. “It’s a district wide implementation,” Tieman added. “It will be implemented for substitutes, construction workers who are on site for more than three days and any coaches who will be on the district’s property.”

Current Capital Projects

The railings inside the high school gym have been installed and painted after the contractor ordered and installed the wrong size railing initially. The problem has been resolved with no cost to the district despite taking four months to fix.

An electrician will be on site when school is back in session to hook up the three new signs the district purchased out of the Ben-Gil Booster fund. Two signs are located on the elementary site and the third sign is located parallel to Broadway street.

Personnel

The school board accepted the resignation of high school football coach Don Borgini effective at the end of fiscal school year 2014-2015. The board then appointed Marti Tieman as high school cheerleading coach for the remainder of the 14-15 school year and employed Alice Maddox as substitute bus driver.

Administrator Updates

On behalf of the district’s administrators, Tieman announced their updates since all three administrators were supervising activities. He explained parents got involved in the elementary school during parent activity week. “Many parents got involved and participated in the event,” Tieman said.

He continued by congratulating Nichole Miller as the October high school student of the month and Jacob Kirkwood as November student of the month. He then announced MPACT’D received a $2,000 grant from Illinois Department of Transportation and Allstate Insurance and then thanked Don and Laura O’Brien for their donation to the high school construction trades class.

November Bills

The school board unanimously approved payment of the November bills:

Education Fund: $59,785.14
Transportation Fund: $7,738.42
Building Fund: $187,236.44

Grand Total: $254,760.00
